Can I get A MMA fighting or Promoting Liscense at 14 or 15?

I want to know how old you have to be to get or apply for one, because I heard you could get one at 14, and promoter’s at 18.

No you cannot. You have to be old enough to purchase the suriety bond required to put on the event and no insurance company will allow you to do so unless you are 18 and even then they typically require you to be 21. You cannot get a fighter license until you are 18 either. Whoever told you this was blowing smoke at you and evidently is not a professional in the MMA world at all.
