He didn’t beat the actual champ Couture. Basically, Couture wanted out of the UFC while he still had the title, and so they had a fight between Tim Sylvia and Nog for the interim title. If Couture were to leave or retire from the company, Nog would be declared undisputed champ. Otherwise, the two would fight for the undisputed title (but there’s a slight change in that, since Couture has to defend the title against Brock first, which is retarded).
Same thing happened between Couture, Chuck and Tito. Tito refused to fight the no. 1 contender Chuck due to issues with his contract, so they had a fight between Couture and Chuck for the interim title, which Couture won. When Tito came back, he fought (and was soundly schooled by) Couture for the undisputed title.
UFC’s real heavy weight champion is Randy Couture. But he hasn’t fought for a while due to problems with the President. So I guess they needed a temporary Heavyweight Champion. (interim champion)
The interim title allows for the champ to still be champ while not defending for a period of time because of injury, suspension, or extended break/protest (Couture), but it also allows for the interim champ to be named champ if the original champ can not defend.
Example of this is when Mir was HW champ and he got in his motorcycle accident. Silvia fought AA for the Interim belt and after a period of time Mir was stripped of belt and AA was named Undisputed champ.
Randy Couture defeated Tim Sylvia for the Heavyweight title belt but
then Randy Couture had an accident (injury) so
Antonio Rodrigo Nogueira vs. Tim Sylvia to see who will be the
Interim Heavyweight champion, this means that they will only be
the temporary champion until Couture comes back.

Antonio Rodrigo Nogueira vs. Frank Mir – For Interim Heavyweight belt

The winner of the Heavyweight belt will vs. The winner of the
Interim heavyweight belt, then there will be only one heavyweight belt
again.
