Where do they sell cheap boxing equipment?

I’m not looking for anything major. Just a punching bag and boxing gloves.

Try Ebay. Or garage sales. maybe the classifieds ads.

I don’t know but this is the best advice you’ll hear: Never buy anything from Everlast or Title, no matter what the cost.
